Procurement
Monterey-Salinas Transit (MST) solicitations are either Requests for Proposals (RFP), or Invitations for Bids (IFB). MST sends RFPs to obtain proposals when a contract is competitively negotiated, with price and other factors evaluated to determine the proposal offering the best value to MST. RFPs are typically for professional services. An IFB is used to obtain bids when a contract is competitively bid. The contract is awarded to the responsible and responsive bidder submitting the lowest bid. IFBs are usually for services such as construction, goods, supplies and equipment, and general services.
